Barbie Robinson was charged Friday with a felony count of misuse of official information, accused of sharing private information with IBM officials about a contract the company would later bid for and win.

Texas Rangers uncovered emails between those IBM officials and Robinson's personal email address, in which they discussed a 'sole source' contract in Harris County -- a way to avoid the competitive bidding usually required in government contracts. After the county's purchasing department insisted on a competitive process, IBM officials supplied job descriptions for Robinson to use in crafting the proposal, according to the charging document.
