LITTLE ROCK, Ark. - A bill filed Wednesday in the Arkansas legislature would restore the right to abortion in the state.
House Bill 1011 would repeal Arkansas Code Title 5, Chapter 61, Subchapter 3, called the "Arkansas Human Life Protection Act," and replace it with the "Restore Roe Act."
The bill calls for the restoration of access to abortion allowed by the 1973 U.S. Supreme Court Roe v. Wade decision. The Supreme Court overturned that decision in the 2022 Dobbs v. Jackson Women's Health Organization case.
The Dobbs decision triggered the Arkansas Human Life Protection Act to become law after it was passed by the Arkansas legislature in 2019, making abortion immediately illegal in Arkansas. Arkansas was one of 13 states with a so-called trigger law that banned abortion if the Supreme Court overturned Roe.
HB 1011 was filed by Rep. Andrew Collins (D-Little Rock). Collins filed 39 bills on Wednesday, several regarding access to health care for expecting and postpartum mothers.
Wednesday was the first day for legislators to file bills for the 2025 legislative session.
